Phil particularly enjoys being involved in system-wide and transformational change projects.  Since 2012, Phil has developed a growing understanding of the Algerian educational system and some of its principal features and characteristics.   Phil has been involved as one of a team of consultants supporting a national programme of training for 600 Inspectors and teacher-trainers, organised by the British Council (Algeria) in collaboration with the Ministry of National Education (undertaking 10 visits between 2012-2019).

This ambitious and successful project has focused on developing approaches to i) classroom observation and feedback (towards an Inspectors’ Handbook), ii) teacher assessment and teacher development, iii) exploring strategies for promoting continuing professional development (CPD), iv) the teaching of spoken English, v) differentiation and assessment for learning, vi) recognising and planning for the ‘new relationship’ between Inspectors and teacher-trainers, and vii) developing a more coherent and strategic planning cycle for ELT in Algeria (this has included the facilitation of a workshop for Ministers and the hosting of a subsequent high-level delegation to the UK).
