Phil has significant experience of working with mainstream and special schools across three continents.  For the vast majority of this time, he has championed the needs of the most disadvantaged members of the educational community.  For Phil, promoting effective inclusion is about improving the quality of education for all.  Any consideration of inclusion on a system-wide basis should focus on the needs and learning opportunities for all learners.  Phil is particularly knowledgeable about pupils with a range of learning difficulties (including autism) and the challenges which they face to overcome their individual barriers to learning.  He is an expert in behaviour management and he recognises the fundamental importance of nurturing and establishing appropriate behaviour in order for effective learning to take place.  Phil has learnt a great deal about the effectiveness of high-quality, personalised provision and the need to affirm pupils’ and parents’ wishes as the ‘compass’ for all learning decisions.  In 2017, he delivered an international programme to delegates from the 4 Maghreb countries, promoting inclusive practice in the region for the British Council.
